The nationalisation of civil servants' salaries through Iraqi state-owned banks started in Sulaymaniyah. The spokesperson for the Forces 70 Command in Sulaymaniyah announced that the salary nationalisation forms have been distributed to their personnel, and 'My Account' has been disabled.
'My Account' belongs to Masrour
PUK President Bafel Jalal Talabani said during a speech at the PUK 129's 3rd campaign rally in Koya: "(My Account) is neither mine nor yours. It is Masrour's account. The employees' must nationalise their salaries, not register for ‘My Account’."
To resolve the salary dispute between Baghdad and Erbil, the Federal Court has decided to nationalise the Kurdistan Region's civil servant salaries and distribute them through Iraqi state-owned banks, thus removing deceased individuals, duplicates, and fake names from the Kurdistan Regional Government (KRG) salary list. However, Kurdistan Region's Prime Minister Masrour Barzani announced a banking system for disbursing the salaries of the Kurdistan Region's civil servants under the name of ‘My Account’.
‘My Account’ is entirely at odds with the Federal Court's order, and the banks within the system are private and lack guarantees; hence, in the event of bankruptcy, civil servants' salaries will be lost.
Spokesperson for Forces 70 Command: We have started filling out the forms
Ahmed Latif, spokesperson for the Forces 70 Command, told PUKMEDIA: "As the Forces 70 Command, we have formally reached an agreement with the Trade Bank of Iraq (TBI), an Iraqi state-owned bank with an office in Sulaymaniyah, to nationalise the salaries for our forces as mandated by the Iraqi Federal Court."
"We began the distribution of salary nationalisation forms to our employees on Sunday, and over 70 employees have received training on how to fill out the forms," he stated.
"The form will be filled out under the guidance and request of the Iraqi Federal Bank, and the necessary documentation will be prepared and subsequently forwarded to the Trade Bank of Iraq in Sulaymaniyah to complete nationalising the salaries," he stated.
PUKMEDIA has learned that other departments in Sulaymaniyah will soon obtain the nationalisation forms and may apply for the nationalisation of their salaries through TBI.
‘My Account’ is the main reason for the salary delays
Jabar Goran, candidate No. 46 in the PUK List 129 in Sulaymaniyah constituency, told PUKMEDIA: "The delay in disbursing salaries to civil servants in the Kurdistan Region over the past few months is solely attributed to 'My Account', as the KRG is purposely creating difficulties for nationalising (Tawtin) civil servants' salaries. Nationalisation (Tawtin) serves as a superior assurance for civil servants to receive their salaries, enabling them to also benefit from advances offered by the Iraqi government."
Goran further stated: "Many of the banks associated with ‘My Account’ are not just family-owned but also private banks, and when they declare bankruptcy, the civil servants will take the hit. So it is important for civil servants to refrain from registering for ‘My Account’. They should nationalise their salaries in a state-owned Iraqi bank, as the Iraqi government guarantees their salaries."
