The UN Security Council on Monday adopted a US-drafted resolution endorsing U.S. President Donald Trump’s plan to end the war in Gaza and authorising an international stabilisation force for the enclave.
Israel and Hamas agreed last month to the first phase of President Trump’s 20-point plan, which includes a ceasefire and a hostage-release deal. The UN resolution is viewed as essential for legitimising a transitional governance body for Gaza and reassuring states considering contributing troops.
The text allows member states to participate in the Trump-chaired Board of Peace, envisioned as a transitional authority overseeing Gaza’s reconstruction and economic recovery. It also authorises an international stabilisation force tasked with demilitarising Gaza, including decommissioning weapons and dismantling military infrastructure.
Hamas reiterated in a statement that it will not disarm, describing its actions as legitimate resistance. It rejected the resolution, claiming it imposes “an international guardianship mechanism on the Gaza Strip”.
U.S. Ambassador Mike Waltz told the Council the resolution “charts a possible pathway for Palestinian self-determination”, adding that it aims to dismantle Hamas’ control and help Gaza emerge “prosperous and secure”.
Russia and China abstained, allowing the resolution to pass. Both criticised the limited role given to the UN. Russia’s ambassador Vasily Nebenzya argued the Council had effectively endorsed a US initiative “on the basis of Washington’s promises”.
The Palestinian Authority welcomed the resolution and expressed readiness to participate in its implementation — a stance diplomats said was key to avoiding a Russian veto.
President Trump hailed the vote as “a moment of true historic proportion” in a social media post.
The resolution has sparked debate in Israel as it references a potential future Palestinian state. It states that conditions “may finally be in place for a credible pathway to Palestinian self-determination and statehood” once the Palestinian Authority implements reforms and Gaza’s reconstruction advances.
It adds that the United States will facilitate dialogue between Israelis and Palestinians to reach a “political horizon” for peaceful coexistence.
Prime Minister Benjamin Netanyahu, under pressure from right-wing members of his government, said Israel remained opposed to a Palestinian state and vowed to demilitarise Gaza “the easy way or the hard way”.
