Intensified Diplomacy as Ukraine and U.S. Struggle to Bridge Gaps in Peace Talks

Ukrainian President Volodymyr Zelenskiy said that major obstacles remain following U.S.–Ukrainian talks in Florida, as diplomatic efforts to end the war accelerated across Europe on Monday.
The negotiations, held at Shell Bay in Florida and hosted by U.S. Secretary of State Marco Rubio alongside U.S. President Donald Trump’s envoy Steve Witkoff, have become the focal point of a renewed international push to resolve Europe’s deadliest conflict in generations. Despite several rounds of discussions, Kyiv and Washington have yet to settle key differences.
Zelenskiy, in Paris, received a show of support from French President Emmanuel Macron on Monday, and will head to Ireland on Tuesday. Ukraine's defence minister was due in Brussels for meetings with NATO. Witkoff, meanwhile, was headed to Moscow, where he will meet Russian President Vladimir Putin on Tuesday.
Ukraine and its European allies have urged Washington to revise a proposed U.S. peace framework that, in its initial form, aligned with several of Moscow’s central demands — including territorial concessions, military restrictions, a ban on NATO membership, and prohibiting Western forces from being hosted on Ukrainian soil.
Kyiv insists such terms amount to capitulation and would leave Ukraine vulnerable to future Russian aggression. Moscow has shown no indication of softening its stance.
“There are some tough issues that still have to be worked through,” Zelenskiy said in a statement on X, describing Monday as a “very substantive day” of diplomatic engagements.
Rubio said progress had been made but warned the process remained delicate. “There are a lot of moving parts, and obviously there’s another party involved… that will continue later this week when Mr Witkoff travels to Moscow,” he said.
In Paris, Macron greeted Zelenskiy at the Élysée Palace amid ongoing European discussions on a potential post-war reassurance mission to Ukraine — an initiative that would have been blocked under the initial U.S. proposal.
The diplomatic push comes at a difficult moment for Ukraine, which is facing renewed Russian offensives and a major corruption scandal. Zelenskiy’s chief of staff resigned on Friday following a raid by anti-corruption investigators. Two ministers have also been dismissed, and a former business associate of the president has been named as a suspect.
