Talabani Announces High-Level Committee and Compensation Fund Following Chamchamal Flooding

Qubad Talabani, Deputy Prime Minister of the Kurdistan Region, announced that the government’s priority is “protecting the lives of citizens and treating the injured,” stressing that “those affected will be compensated and those responsible will be held accountable.”
An Unexpected Natural Disaster
Speaking at a press conference on Wednesday, 10 December 2025, at the Chamchamal Municipality—following his visit and on-site inspection of the damage caused by the previous day’s floods—Qubad Talabani described the incident as “an unexpected natural disaster,” noting that 127 mm of rain had fallen within 24 hours. “However, we cannot overlook any negligence,” he said.
He continued: “We are now in the investigation phase and have formed a committee to determine the causes of the incident and prevent it from happening again. Anyone found negligent will face accountability. But I do not wish to make premature judgments before the investigation is complete; we want to establish the truth accurately.”
Talabani urged unity in responding to the situation: “Today is a day for us all to come together to address what has happened in Chamchamal. I call on everyone to cooperate and remain calm so the relevant authorities can carry out their duties. Let us not rush to blame anyone at this stage.”
Establishing an Aid Fund
Regarding compensation, the Deputy Prime Minister said: “We have gathered financial assistance from the Patriotic Union of Kurdistan, donors, and NGOs. A dedicated aid fund will be established to distribute compensation fairly to affected citizens.”
Restoring Essential Services
He added: “We have provided an alternative water source for Chamchamal and secured drinking water for residents until the Dukan supply in Sulaymaniyah is restored. Our immediate priorities are saving lives, treating the injured, and restoring essential services. After that, we will focus on businesses and property owners, and later on the affected government departments and institutions.”
Addressing Shortcomings
On potential faults or negligence that may have contributed to the flooding, Talabani said: “The investigation committee will identify any shortcomings, and any negligence discovered in Chamchamal will certainly be dealt with. We will also provide the necessary equipment through the aid fund.”
He emphasised that the situation requires “collective action,” involving the government, the private sector, and civil society organisations, with each playing its part—while affirming that the government will lead the effort.
Acknowledging the Security Forces
Talabani expressed his appreciation to the Peshmerga, Commando, Asayish, and police for their significant and direct support to citizens during the crisis.
The Goptapa Water Project
In conclusion, the Deputy Prime Minister reaffirmed that the Goptapa Water Project is a strategic initiative and pledged continued financial support to expedite its completion.
