PM Al-Sudani Outlines Reform Achievements Since 2022 Formation

Iraqi PM al-Sudani
Prime Minister Mohammed Shia’ al-Sudani has reviewed his government’s performance since taking office on 28 October 2022, stating that it assumed power during a challenging political period and has since guided the country towards stability through a programme centred on structural and service-oriented reforms.
Financial stability: easing inflation and reducing debt
Al-Sudani highlighted clear financial progress, noting that annual inflation has fallen from 7.5% to 2.7%, while external debt has decreased from $13 billion to around $10 billion. He added that the government has repaid more than 19 trillion dinars in domestic debt, with total investment in Iraq exceeding $114 billion.
Energy sector: expanding capacity and production
In the energy sector, the Prime Minister pointed to significant gains, including electricity generation rising to 29,000 megawatts. Refining capacity has doubled from 600,000 barrels per day in 2022 to 1.2 million barrels per day, expected by early 2026. He also said the rate of associated gas utilisation has increased from 52% to 74%, supported by agreements with major international firms including BP, TotalEnergies and ExxonMobil.
Development and services: infrastructure revival and major projects
Al-Sudani said 3,250 stalled projects have been restarted, alongside the opening of 22 hospitals. He confirmed the completion of the first phase of the Grand Faw Port and said the Development Road project has entered implementation, expected to create around 100,000 jobs. He also noted 16 projects to ease traffic in Baghdad and the paving of 130 million square metres of roads.
Food security and social protection
Wheat production reached 6.2 million tonnes in 2025, marking progress towards self-sufficiency. On social indicators, poverty has reportedly fallen from 25% to about 10%, while unemployment has dropped from 16.5% to 13.5%. The social welfare system has also been expanded to cover an additional 963,000 families.
Governance and anti-corruption efforts
The Prime Minister reaffirmed efforts to tackle corruption, citing the recovery of over $383 million and the extradition of 33 suspects from abroad. He also highlighted the rollout of the ASYCUDA customs system and the completion of Iraq’s first nationwide census in 38 years, providing a key database for future planning.
Foreign policy and outlook
Al-Sudani concluded by saying Iraq has restored its regional standing through a policy of “balanced diplomacy” and non-alignment. He added that confidence in the electoral process has been strengthened, and pledged continued support for the incoming government to sustain reconstruction efforts.
