Al-Sudani: Iraq and Kurdistan Region Reach Landmark Oil Export Agreement

Prime Minister Mohammed Shia’ al-Sudani has announced a landmark agreement enabling the export of oil from the Kurdistan Region’s fields through the Iraq–Türkiye pipeline, describing the deal as a long-awaited breakthrough after 18 years of deadlock.
In a post on the X platform on Thursday evening, 25 September 2025, the Prime Minister said: “Today, we have reached a historic agreement under which the Federal Ministry of Oil will take delivery of crude produced from fields in the Kurdistan Region and export it via the Iraq–Türkiye pipeline.”
He added that the accord “ensures a fair distribution of wealth, diversifies export outlets, and encourages investment”, stressing that it represents a significant achievement for the country as a whole.
Ministry of Oil: Clear mechanisms and transparency
The Iraqi Ministry of Oil confirmed that the agreement lays down clear technical and regulatory mechanisms to guarantee the smooth flow of exports, while emphasising its commitment to national sovereignty and the interests of all Iraqis.
In a statement received by PUKMEDIA, the ministry said: “As part of the federal government’s determination to manage national wealth with the highest levels of transparency and efficiency, we announce the commencement of pumping and delivering all crude produced in the Kurdistan Region—excluding quantities allocated for local consumption—to the State Oil Marketing Organisation (SOMO). SOMO will then export this crude via the Iraq–Türkiye pipeline through the Turkish port of Ceyhan, in line with established procedures, the Constitution, the Federal General Budget Law, and decisions of the Federal Court.”
The ministry underlined that the deal is the result of months of intensive negotiations and reflects a shared national vision to reinforce Iraq’s role in the global energy market, safeguard sovereignty, and protect the rights of its citizens.
It further noted that the agreement ensures transparency in oil revenues and will contribute to strengthening public finances, increasing federal budget income, and enabling the government to implement development projects and provide essential services across the country.
A step towards economic stability
Concluding its statement, the ministry reaffirmed its “unwavering commitment to managing oil resources in line with the principles of national sovereignty and the supreme national interest, ensuring that wealth is distributed fairly among all Iraqis.”
