Iraqi PM Directs Integrity Commission to Activate Whistleblower Law and Intensify Anti-Corruption Efforts

Iraqi Prime Minister Ali al-Zaidi has directed the Federal Integrity Commission to activate the law providing rewards for whistleblowers who report corruption and to submit monthly and quarterly reports on anti-corruption efforts.

According to a statement from the Prime Minister’s Media Office, al-Zaidi visited the headquarters of the Federal Integrity Commission on Saturday, 29 August 2026. He met with the Commission’s chairman and senior officials and was briefed on its working mechanisms and efforts to combat corruption and safeguard public funds.

Al-Zaidi said the Commission should be judged not by its buildings but by its integrity, honesty and commitment to protecting public funds, stressing that the fight against corruption was a major battle and that the Commission represented the first line of defence.

He stressed that the Commission’s role should extend beyond oversight to include prevention, calling for efforts to eradicate corruption entirely and for provincial projects to be monitored with the same level of scrutiny as ministerial projects.

The Prime Minister directed that projects be monitored at three levels according to their size and cost: high-cost, medium-sized and small projects, in order to ensure more effective oversight.

He also called for the activation of legislation rewarding whistleblowers who report corruption, stronger monitoring of border crossings, the exposure of corrupt individuals, and the submission of monthly and quarterly reports detailing progress and achievements in combating corruption.

For his part, the head of the Integrity Commission said field teams had been formed to audit contracts at state institutions. Audits had been completed for contracts in eight ministries, while work was continuing at the remaining institutions.

He also announced the completion of the National Strategy for Integrity and Anti-Corruption, which runs until 2030.

Iraq launched an aggressive, high-profile anti-corruption campaign dubbed Operation Dawn (Sawlat Al-Fajr) under Prime Minister Ali al-Zaidi. The sweeping drive has targeted senior government officials, lawmakers, and business figures, resulting in the recovery of over $300 million in hidden cash and hundreds of kilograms of gold.
