Iraqi Parliament Completes First Reading of Three Bills

The Iraqi Parliament concluded its 16th session on Monday, chaired by Speaker Haibat al-Halbousi and attended by 226 members, after completing the first reading of three bills concerning women, agricultural materials and public-private partnerships.

According to a statement issued by the Parliament’s Media Office and seen by PUKMEDIA, the parliament completed the first reading of a bill on Iraq’s accession to the Statute of the Organisation for the Development of Women in Member States of the Organisation of Islamic Cooperation.

Submitted by the Foreign Relations Committee, the bill aims to develop women’s potential, enhance their capabilities and strengthen their role in political, social and economic development, based on justice, equal opportunities and Islamic values, while promoting women’s status within the framework of joint Islamic action.

The parliament also completed the first reading of a bill amending Law No. 46 of 2012 on the trade of agricultural materials.

The bill, submitted by the Agriculture, Water Resources and Marshes, Environment, and Legal Committees, aims to reorganise the trade of agricultural materials, ensure compliance with required specifications, protect local produce, and define practices constituting the misuse of agricultural materials, together with appropriate penalties.

The Council also completed the first reading of the bill Public-Private Partnership (PPP) Law, submitted by the Committees on Economy, Industry and Trade; Investment and Development; Finance; and Legal Affairs.

The proposed bill aims to encourage private-sector participation in economic development, strengthen state resources and help address the budget deficit.

It also seeks to strengthen the legislative framework and national capacities relating to the private sector and macroeconomic policy, while establishing a legal framework to regulate public-private partnerships.
