Türkiye’s parliament has ratified the Mecca Joint Defence Agreement between Saudi Arabia, Türkiye and Pakistan, marking a significant step towards strengthening military cooperation and collective security among the three countries.

The agreement was approved on Thursday, 5 November 2026, with 279 MPs voting in favour and 119 against, out of 398 participating members, according to reports.

The ratification represents an important step towards implementing the trilateral defence framework, which aims to strengthen military coordination, enhance defence capabilities and establish closer security cooperation between the three countries.

The agreement has gained further momentum amid growing regional security concerns. On 5 October, the three countries’ Strategic-Political and Defence Committee held an emergency meeting in Riyadh, where officials agreed to accelerate the implementation of their collective-defence commitments and strengthen military readiness.

The discussions also addressed the deployment of agreed military forces and capabilities to Saudi Arabia, alongside closer coordination between the participating countries’ armed forces.

The trilateral partnership is also expected to expand cooperation in defence industries, military technology, intelligence sharing and joint military planning.

Meanwhile, the three countries have continued diplomatic engagement with Iran. On 26 October, senior officials from Saudi Arabia, Türkiye and Pakistan held talks with Iranian representatives in Tehran, focusing on regional security, de-escalation and diplomatic efforts to address ongoing tensions.

Türkiye’s parliamentary ratification marks a significant step in the agreement’s implementation. However, the deployment of Turkish military personnel would require a separate parliamentary authorisation.

The agreement is expected to have implications for the wider Middle East’s security landscape, particularly amid shifting regional alliances and growing efforts to establish new frameworks for military and strategic cooperation.
